Former Elected officials for the City of Baldwin Park are being accused of releasing a Fake Press release with misleading information. One of them was a former Mayor of the City and a Former City Clerk & Council Member that is currently an Elementary School teacher for the Baldwin Park Unified School District.
The City of Baldwin Park became aware of a Fake Press Release that also had misleading information circulating online via personal social media accounts. The information on the Press Release was misleading and never disseminated by the City of Baldwin Park.
The Fake Press Release was in connection to the Former Chief of Police, Steven McLean.
The misleading Information and Fake Press Release said,
“The City of Baldwin Park Wins Critical Court Ruling Against Former Police Chief McLean”
“After abandoning his position as Chief of Police for the City of Baldwin Park, Steven McLean continued directing the submission of time to continue collecting a paycheck and benefits.”
“The City filed a lawsuit seeking reimbursement for the false and fraudulent claims submitted by McLean”.
“Rather than reimbursing the City for the monies he fraudulently obtained, McLean filed a frivolous anti-SLAPP motion, claiming he had a constitutionally protected right to approve false and fraudulent timecards”.
“Rightly so, the Court rejected McLean’s argument”.
“The City’s lawsuit against McLean will proceed”.
‘The anti-SLAPP lawsuit was a ploy to further waste taxpayers money”.
“Baldwin Park will fight to ensure that Mr. Mclean compensates the City’s taxpayers for attorney’s fees spent on this frivolous motion solely intended to cause unnecessary delay”.

Baldwin Park News was able to obtain screenshots of the Former City Clerks original post that was distributed on Facebook saying,

The original post was deleted from the Platform and republished on December 8, 2020, with a new heading saying,

The City of Baldwin Park NEVER won a Critical Court Ruling Against the Former Police Chief, Steven McLean.
Mr. McLean never abandoned his position, he left on stress leave after emotional distress.
The City of Baldwin Park NEVER filed a lawsuit against Mr.McLean for a reimbursement.
McLean did file an ANTI-SLAPP motion, to compel the deposition of Manuel Lozano, Jean M. Ayala, Paul Hernandez, Robert Tafoya, Frank Real, and Flor Real according to the Los Angeles Superior Court of the State of California, that was filed on October 29, 2020, at a Los Angeles County Superior Court.
The Court never rejected McLean’s argument nor the defendants.
Mclean did proceed to move forward with the ANTI-SLAPP motion that took place on November 24, 2020, the defendants failed to appear.
Attorneys are now looking for reimbursement of a court reporter fee $410.00, videographer fee of $235.00, and $2,700.00 against the City of Baldwin Park and its Attorneys of Record according to a Governmental Claim obtained by Baldwin Park News.
The City of Baldwin Park did release an Official Statement of the issue on Saturday, December 5, 2020 saying,
“The City of Baldwin Park Urges the Public to Confirm their Sources of City-related Information”
“The City of Baldwin Park alerts the public that the spreading of unverifiable messages on the internet puts our community at risk from misinformation. Unverified information creates a lack of trust in our institutions.”
“A recent message involving former Chief of Police McLean going around on the internet and via text messages is not an official statement released by the City of Baldwin Park. The City will never share information from personal social media accounts or text messages.”
“City officials urge the community to look for reliable information regarding the City through verifiable sources such as the City’s website (www.baldwinpark.com) and the City’s social media channels (Facebook –BaldwinParkCAGov and Instagram: BaldwinPark_CAGov) to avoid sharing information from non-reliable or questionable sources.”
“Baldwin Park is taking measures to ensure that the information displayed is trustworthy. Our team also monitors and alerts the public for possible situations where unofficial City news spreads online.”
This comes as the City of Baldwin Park has been in multiple issues with Former elected officials.
On June 3, 2020, in the evening, during a City Council meeting, former elected officials read a 10 minute long “anonymous letter” from an alleged officer in the Baldwin Park Police Department during the public comments period. At that same meeting, McLean accused Former Mayor Manuel Lozano, City Attorney Robert Tafoya, Former Vice Mayor Paul Hernandez, and Chief Executive Shannon Yauchzhee of being corrupt. McLean said, “The corruption stops tonight”.
The accusations on the letter were false according to Mr.McLean’s claim. The claims of racism brought by the anonymous letter were written by the wife of an alleged officer at the Department, read during a City Council Meeting by the Former City Clerk with permission from the Former Mayor according to the claim. The Letter on June 3, 2020, was the second “anonymous letter” where Former officials accused Baldwin Park Police Department employees of racism according to the claim.
Former Chief of Police Taylor’s first term, an anonymous letter reportedly surfaced at the Baldwin Park Police Department, which was published on a Whistleblower website accusing Taylor of being a racist and engaging in cronyism. The allegations were false according to the claim. In an open council meeting, the Former Mayor claimed Taylor was racist and fired him.
The “anonymous letter” of June 3, 2020, was sent beforehand as part of an email disclosing that Ms. Real was at least one of the “anonymous letters” authors according to the claims. The reason that Mrs. Real wrote the letter that she wanted to prevent the Former Chief of Police Steve McLean from having a fair examination process to promote Baldwin Park Police Department employees to the rank of Sergeant and Lieutenant.
Before the letter was written, read, and republished to attack the Former Chief of Police, Steven McLean there were multiple attempts by Former Mayor Manny Lozano; Former Vice Mayor Paul Hernandez; and Former City Clerk Jean Ayala to dissuade the Former Chief of Police, Steven McLean from conducting fair promotional examinations without regard to the employee’s race or national origin.
The Former Mayor did not want to consider the content of the applicant’s test, but rather the color of their skin according to the claim. The letter also violated multiple California Code Sections, the public comments are limited to three minutes but lasted at least five minutes. The letter was not anonymous, it was forwarded to Ayala from Mrs. Real the wife of officer Real. The claim said because the letter involved personnel matters, the Former Mayor should not have allowed the process to continue as it was a violation. The “anonymous letter” read by Former City Clerk Jean Ayala was read in violation of city rules.
The author of the letter, Flor Real, her husband, Francisco “Frank” Real, Former City Clerk Ayala, Former Mayor Manny Lozano, Former Vice Mayor Paul Hernandez, and City Attorney Robert Tafoya, all reasonably understood that the defamatory statements were about Chief McLean’s business and profession and that they would be particularly damaging. The statements were false. The letter was published due to Chief McLean, who had investigated, disciplined, and fired officers for uses of force.
The defamatory “anonymous letter” continued to damage the reputation of Acting Captain Findley, by harming his reputation in the community. Findley was also denied promotional opportunities when the promotional list that he was on, was rescinded at the direction of the Former Mayor. At the time, Findley was at the top of the list and there were promotional opportunities.
Three officers who did poorly on exams in the past, that would be promoted regardless of merit, were Jorge Huerta; Gonzalo Cetina and, Francisco “Frank” Real according to the claim.
The defamatory comments on the “anonymous letter” caused harm to the Chief of Police, Steven McLean’s business, trade, profession, and occupation. It would result in lost earnings, lost earning capacity, and lost pension benefits because it has led to the constructive discharge of Chief McLean who was forced to retire because of the emotional distress, shame mortification, and hurt feelings caused to him from this defamation. The letter was written with malice and it was known to the author(s), to the reader, and to the Former Mayor to be false when it was written.
The defamatory and inflammatory letter was read purposely the night before peaceful protests were scheduled for the City. It was well known that the Former Chief of Police, Steven McLean planned to “take a knee” and show his support for peaceful demonstrations for change so that all people would be treated fairly and equally.
The Chief Executive Shannon Yauchzhee tried to throw an Acting Chief to set up false accusations of the plaintiff according to the claim.
The Former Mayor let the Chiefs know if they did not promote the people he wanted, he would fire them according to the claim. Former Chief of police, Lili Hadsell told several employees that if she promoted Mark Adams or Chris Kuberry, she would be fired by the Former Mayor and Current Councilmember Marlen Garcia. Hadsell told several high ranking employees that the Council would go after her for promoting Kuberry or Adams even though they were numbers 1 and 2 on the exam.
According to the claim, the actions of the defendants and each of them were reckless and dangerous. Their conduct put the community at risk and endangered the community. The anonymous letter by Mrs. Real and others is on YouTube still. It continues to be republished. The City and defendants were asked to issue a retraction, but they refused. The Former City Clerk was appointed to the council after reading the defamatory letter.
City Employees for the City of Baldwin Park as well came forward with harassment claims. Employees were discriminated against by race or national origin and denied to be hired, promoted, demoted, denied any employment benefits or privileges, denied work opportunities or assignments according to a government claim obtained by Baldwin Park News.
On October 28, 2020, the FBI raided Baldwin Park City attorney’s office and other officials in connection to an ongoing investigation. Including Former Councilmember, Ricardo Pacheco according to a recent claim obtained by Baldwin Park News.
According to the Los Angeles Times, the investigation was part of dealing with cannabis businesses, according to sources familiar with the probe, but no arrest was made.
In a Governmental Claim obtain by Baldwin Park News, a brown paper bag and other sums of cash from Cannabis businesses in the City of Baldwin Park were sent to the City of Baldwin Park and the Former Mayor with a payment of $250,000.00 in a brown paper bag, according to the Los Angeles Times an officer received complaints from three cannabis operations alleging “questionable business practices”.
Sources told the Los Angeles Times, that federal agents had been interviewing people about allegations that Baldwin Park officials requested illegal payments from cannabis businesses seeking permits in the city.
This wouldn’t have been the only lawsuit against the City of Baldwin Park, On May 5, 2020, a lawsuit was filed against the City of Baldwin Park and Finance Director Hong Tam, also known as Rose Tam or Hong Fang, as she was accused of laundering $7 million of state and federal housing funds, which were meant for low-income residents of the City of Baldwin Park, and co-mingling it with other funds.
In the complaint, the victim alleges she was wrongfully terminated, bullied, and racially discriminated against, amongst other claims, by the City of Baldwin Park; CEO Shannon Yauchtzee; City Attorney, Robert Tafoya; and Finance Director, Tam. After complaining about their hiring practice, and accusing Tam of misappropriating $7 million and being “bullied on multiple occasions.
In approximately 2017 Taylor was replaced by Salcedo, Salcedo was hired and only lasted 46 days approximately. He now has a lawsuit against Baldwin Park. Officer Kuberry filed his first lawsuit in 2011 and settled in 2013. Officer Kuberry was discharged on November 9, 2019, according to the claim. Chief Hadsell sued and is owed around $9,000,000. Chief McLean among and five to ten officers, filed governmental claims. Officers Mark Adams and Chris Kuberry sued previously and won several hundred thousand dollars.
The investigation is still ongoing.

En esa misma reunión, McLean acusó al ex alcalde Manuel Lozano, al fiscal municipal Robert Tafoya, al ex vicealcalde Paul Hernández y al director ejecutivo Shannon Yauchzhee de ser corrupto. McLean dijo: “La corrupción se detiene esta noche”.

Las acusaciones fueron falsas según el reclamo. En una reunión de consejo abierto, el ex alcalde afirmó Taylor era racista y lo despidió.
La “carta anónima” del 3 de junio de 2020, fue enviada de antemano como parte de un correo electrónico que revelaba que la Sra. Real escribió la carta que quería evitar que el ex jefe de policía Steve McLean tenga un proceso de examen justo para promover a los empleados del Departamento de Policía de Baldwin Park al rango de sargento y teniente.
Antes de que la carta fuera escrita, leída y republicada para atacar al ex jefe de policía, Steven McLean, hubo múltiples intentos por parte del ex alcalde Manny Lozano; el ex vicealcalde Paul Hernández; y el ex secretario municipal Jean Ayala para disuadir al ex jefe de policía, Steven McLean de realizar exámenes promocionales justos sin tener en cuenta la raza o el origen.
El ex alcalde no quería considerar el contenido de la prueba del solicitante, sino más bien el color de su piel de acuerdo con la reclamación. La carta también violó múltiples secciones del Código de California, los comentarios del público se limitan a tres minutos, pero duró al menos cinco minutos. La carta no era anónima, fue enviada a Ayala de la señora Real, la esposa del oficial Real. El reclamo decía que debido a que la carta involucraba asuntos de personal, el ex alcalde no debería haber permitido que el proceso continuara ya que era una violación. La “carta anónima” leída por el ex secretario municipal Jean Ayala fue leída en violación de las reglas de la ciudad.
La autora de la carta, Flor Real, su esposo, Francisco “Frank” Real, el ex secretario municipal Ayala, el ex alcalde Manny Lozano, el ex vicealcalde Paul Hernández y el abogado municipal Robert Tafoya, entendieron razonablemente que las declaraciones difamatorias eran sobre los negocios y la profesión del jefe McLean y que serían particularmente perjudiciales. Las declaraciones eran falsas. La carta fue publicada debido al Jefe McLean, quien había investigado, disciplinado y despedido a oficiales por usos de la fuerza.
La difamatoria “carta anónima” continuó dañando la reputación del capitán interino Findley, al dañar su reputación en la comunidad. En ese momento, Findley estaba en la parte superior de la lista y había oportunidades promocionales.
La carta difamatoria e inflamatoria fue leída deliberadamente la noche antes de que se programaran protestas pacíficas para la Ciudad. Era bien sabido que el ex jefe de policía, Steven McLean planeaba “tomar una rodilla” y mostrar su apoyo a las manifestaciones pacíficas para el cambio para que todas las personas fueran tratadas de manera justa e igualitaria.
El Jefe Ejecutivo Shannon Yauchzhee trató de lanzar un Jefe Interino para establecer falsas acusaciones del demandante de acuerdo con el reclamo.
El ex alcalde hizo saber a los jefes si no promocionaban a las personas que quería, los despediría de acuerdo con el reclamo. El ex jefe de policía, Lili Hadsell dijo a varios empleados que si promovía a Mark Adams o Chris Kuberry, sería despedida por el ex alcalde y actual concejal Marlen García. Hadsell dijo a varios empleados de alto rango que el Consejo iría tras ella para la promoción de Kuberry o Adams a pesar de que eran los números 1 y 2 en el examen.
Según el reclamo, las acciones de los acusados y cada uno de ellos fueron imprudentes y peligrosas. Su conducta puso a la comunidad en riesgo y puso en peligro la comunidad. La carta anónima de la señora Real y otros está en YouTube todavía. Continúa siendo republicado. Se les pidió a la Ciudad y a los acusados que emitieran una retractación, pero se negaron. El ex secretario de la ciudad fue nombrado para el consejo después de leer la carta difamatoria.
Los empleados de la ciudad de Baldwin Park también presentaron reclamos de acoso. Los empleados fueron discriminados por raza u origen nacional y se les negó ser contratados, promovidos, degradados, se les negó cualquier beneficio o privilegio de empleo, se les negaron oportunidades de trabajo o asignaciones de acuerdo con un reclamo del gobierno obtenido por Baldwin Park News.
El 28 de octubre de 2020, el FBI allanó la oficina del abogado de Baldwin Park City y otros funcionarios en relación con una investigación en curso. Incluyendo al ex concejal, Ricardo Pacheco según un reclamo reciente obtenido por Baldwin Park News.
Según Los Angeles Times, la investigación fue parte de tratar con negocios de cannabis, según fuentes familiarizadas con la investigación, pero no se realizó ningún arresto.
