On May 5, 2020, a lawsuit was filed against the City of Baldwin Park and Finance Director Hong Tam, also known as Rose Tam or Hong Fang, as she is accused of laundering $7 million of state and federal housing funds, which are meant for low-income residents of the City of Baldwin Park, and co-mingling it with other funds.
In the complaint, the victim alleges she was wrongful termination, bullying, and racial discrimination, amongst other claims, by the City of Baldwin Park; CEO Shannon Yauchtzee; City Attorney, Robert Tafoya; and Finance Director, Tam. After complaining about their hiring practice, and accusing Tam of misappropriating $7 million and being “bullied on multiple occasions.
The lawsuit suggests that Tam is responsible for taking funds that are meant to help housing for the poor, and instead spent it on the raises of the City Council and administrators.
The victim alleges that both Lozano and Yauchtzee are hiring managers based on their racial preference, rather than merit. Currently, around 10 police officers have filed governmental claims, against the City and City officials for retaliation, corruption, discrimination, harassment under the fair employment and housing act, whistleblower, and more. City Employees are also coming forward.
