The City of Baldwin Park appointed Enrique C. Zaldivar as the new Chief Executive Officer for the City. At a City Council meeting held on May 19, 2021, the Baldwin Park City Council appointed Enrique C. Zaldivar, to serve as the Chief Executive Officer or also known as (CEO), replacing long-time Chief Executive Officer Shannon Yauchzee, who retired after seven years with the City.
The City of Baldwin Park accepted applications for the position of Chief Executive Officer through February 26, 2021. During a City Council meeting held Tuesday, March 9, 2021, the council agreed to accept late applicants and established the hiring procedures.
Enrique C. Zaldivar started his career with the City of Los Angeles in 1985 straight out of college as an associate engineer and has been there for more than thirty years.
Twenty-two years later in 2007, he became the General Manager for the Los Angeles Sanitation and Environment also known as (LASAN), appointed by the Former Mayor of the City of Los Angeles Antonio Ramón Villaraigosa, and reappointed by the current Mayor of Los Angeles Eric Garcetti in September of 2013.
Through the leadership and management of Enrique C. Zaldivar the Los Angeles Sanitation and Environment, has had significant accomplishments that greatly benefitted the City. Some projects include adopting the Low Impact Development Ordinance (LID), implementing the Single-Use Plastic Bag Ban Ordinance, and implementing the brand-new Clean Streets Initiative (CSI), and much more.

Enrique C. Zaldivar has more than thirteen years of experience managing a large agency in the City of Los Angeles with over 3,500 employees and an annual revenue budget of over $1.2 Billion.
“I want to thank Mayor Estrada, Mayor Pro Tem Avila, and the Councilmembers for placing their confidence in me to assist them in guiding the “Hub of the San Gabriel Valley” City onto greater heights that would benefit the quality of life of city residents.”
Enrique C. Zaldivar was from the state of Zacatecas Mexico, where he graduated from Azusa High School in the City of Azusa. He also briefly attended UCLA before going to Cal Poly Pomona, where he obtained a bachelor’s degree in Civil Environmental Engineering and completed graduate work at the master’s level in 1985.
He also did graduate studies at Cal Poly Pomona and now serves as the Vice-Chair of their College of Engineering’s Dean’s Leadership Board. Enrique is active in several organizations and serves on several of their Boards, including the Santa Monica Bay Restoration Commission, the National Association of Clean Water Agencies (NACWA), and others.
He also serves on the Cal Poly Pomona’s School of Engineering Dean’s Leadership Council where he has also been inducted into the Hall of Fame and honored as distinguished alumni. Enrique has been honored by several organizations for his environmental leadership stewardship, including the Los Angeles Conservation Corps (LACC), Friends of Ballona Wetlands, Heal the Bay, Community Conservation Solutions, and others.
Enrique C. Zaldivar and long-time Chief Executive Officer Shannon Yauchzee both attend Cal Poly Pomona and are alumni of the University.
Shannon Yauchzee was born in Whittier and has been a resident of the San Gabriel Valley for most of his life. In his early years, Shannon Yauchzee worked in almost all aspects of the construction industry including his family’s construction business doing everything from pushing a broom to operating heavy equipment.
He attended Cal Poly Pomona, where he obtained his Bachelor of Science degree in Civil Engineering and subsequently obtained his State registration as a California Professional Engineer. Shannon Yauchzee then served about 8 years with the public-private partnership firm of Willdan Associates providing consulting services to various Cities and Counties throughout the area.
He then joined the City of West Covina and became the City’s Public Works Director and City Engineer. During his 18 years with West Covina, he led West Covina to be a leader in energy efficiency saving the City millions of dollars in energy costs. He was also responsible for managing and building over one hundred million dollars in improvements to the City’s parks, streets, facilities, landscaping, and infrastructure.
In 2014, Shannon Yauchzee was delighted to join and lead the Executive Team for the City of Baldwin Park. Shannon Yauchzee had a record of bringing projects in on time and within budget, bringing with him a strong background of inefficient government leadership and a commitment to being business-friendly with high standards for customer service.
In the City of Baldwin Park, Shannon Yauchzee had success in improving customer service, making the City more business-friendly, increasing City revenues, and saving the City millions of dollars due to various cost-cutting measures, energy savings, and bond financing. Shannon was quoted as saying “I really appreciate the support to the Mayor and City Council and the teamwork of the City staff to improve the City of Baldwin Park” I hope to visit in the future and see the completion of other projects we started such as the downtown beautification and the metro rail safety improvements.
Shannon Yauchzee and his family lived in San Dimas for over 30 years. His wife Lisa and he have been married almost 31 years and have two daughters, Emily is 25 and lives in La Verne and Sarah 23 in Monrovia.
Lisa and Shannon built their vacation/retirement dream home on 18 acres in Prescott Arizona.
They plan to keep a place in Southern California to visit friends and family and travel the Western United States as well as spending more time on their hobbies, dog sports, dog training, off-roading, and hiking.
Shannon Yauchzee told Baldwin Park News in a written statement, “I wish the best to incoming CEO Enrique Zaldivar. I believe the City will be in good hands with Enrique’s experience and the great team of staff here. Enrique and I share a few things in common, we are both Civil engineering alumni from Cal Poly Pomona, both California register civil engineers, and both our daughters played volleyball.”
Enrique Zaldivar went through a highly competitive vetting process where he interviewed with the City Council and an external panel of the City, that conducted a lengthy search for a new Chief Executive Officer with a pool of over 40 candidates.
Enrique Zaldivar officially assumed his new role on June 7, 2021.
The Chief Executive Officer is responsible for providing leadership, direction, and supervision to all city departments including overseeing personnel services, housing authority, financing authority, and risk management programs.
The Chief Executive Officer, also known as the City Manager under the direction of the City Council directs and supervises the day to day activities and operations of a city government, plans, manages, and oversees administrative services which include the human resources department, city clerk, and other related departments.
The Chief Executive Officer also represents the City Council and the City of Baldwin Park at meetings, hearings, and at specified functions including detailed information to the public and news media regarding city programs and projects and exercises direct supervision over the city clerk’s office, the human resources/risk manager, the executive management team, management, supervisory, professional, technical and clerical staff.

Shannon Yauchzee y su familia vivieron en San Dimas durante más de 30 años. Su esposa Lisa y él han estado casados casi 31 años y tienen dos hijas, Emily es 25 y vive en La Verne y Sarah 23 en Monrovia.
Lisa y Shannon construyeron su casa de ensueño de vacaciones/jubilación en 18 acres en Prescott Arizona.
