Former Baldwin Park Unified School District Police Chief Reaches Settlement in Lawsuit against the Baldwin Park Unified School District.
Jill M. Poe filed a lawsuit against the Baldwin Park Unified School District on November 7, 2019.
The Settlement was reached earlier this month for an undisclosed sum.
Her lawsuit alleged discrimination in violation of the FEHA, a hostile work environment in violation of the FEHA, and retaliation in violation of the FEHA.
Jill M. Poe worked as a patrol officer for the Baldwin Park Unified School District from 2006 to 2011. She was promoted to Captain in 2011 without ever having served as a sergeant or lieutenant, according to the lawsuit.
She was a Captain in the Baldwin Park Unified School District until August 2014, when Paul Servillano endorsed Poe for the position of Chief of Police.
According to the lawsuit, the Baldwin Park Unified School District Board of Education approved the decision on August 13, 2014.
Poe filed several good faith complaints concerning discrimination, harassment, and retaliation due to being treated differently than employees who did not have the same sexual orientation as Poe but who were similarly situated, according to the Lawsuit.
Poe also complained of unlawful activity, complained that she was being discriminated against and subjected to extortion, and demanded that an investigation take place by the Baldwin Park Unified School District, according to the Lawsuit.
On July 31, 2019, an officer from the Baldwin Park Unified School District issued a traffic citation to Blogger Paul Cook (“Cook”) for running a stop sign, according to the Lawsuit.
On August 1, 2019, Cook sent an email to Froilan N. Mendoza, Ed.D., Superintendent of Schools for the Baldwin Park Unified School District, requesting that the ticket be dismissed or he publicly disclose Poe’s criminal record and history with the Los Angeles Police Department (“LAPD”), according to the Lawsuit.
On August 1, 2019, Poe immediately complained to Deputy Superintendent Lydia Cano about Cook’s extortion and demanded an immediate investigation be conducted, according to the Lawsuit.
On August 5, 2019, Cook sent an email to Poe conveying that he had uncovered some criminal records and history with the Los Angeles Police Department about her and attempted to extort Poe to get her to dismiss the traffic citation in exchange for him keeping the criminal records and history with Los Angeles Police Department from going public, according to the Lawsuit.
Cook gave Poe until August 8, 2019, to do so. Poe again informed Baldwin Park Unified School District officials and legal counsel on August 8, 2019, about the threat of extortion, according to the Lawsuit.
Poe was scheduled to meet with the Los Angeles District Attorney (“LADA”) investigators. Poe met with the Los Angeles District Attorney investigators regarding the extortion, according to the Lawsuit.
On August 27, 2019, Cook wrote another email to Poe saying that if the ticket was not dismissed by September 3, 2019, he would disclose Poe’s criminal record and Los Angeles Police Department history publicly, according to the Lawsuit.
On September 4, 2019, Cook reported on his blog called “The Legal Lens” about Poe’s criminal record and history with the Los Angeles Police Department, according to the Lawsuit.
On September 5, 2019, Poe was called into Deputy Superintendent Lydia Cano’s office, along with Baldwin Park Unified School District human resources representative Dr. Randy Gray and Alfonso Estrada, counsel for Baldwin Park Unified School District, and Froilan N. Mendoza, Superintendent, according to the Lawsuit.
Poe was asked if she would be amenable to being placed on administrative leave and Poe responded that she would not be amenable and wanted to work, according to the Lawsuit.
Poe was informed that she was being placed on administrative leave, according to the Lawsuit.
Poe was forced to turn in her ID and gun, according to the lawsuit.
Poe was forced to sign a letter regarding the administrative leave, according to the Lawsuit.
She was told she had done nothing wrong but was yet, being penalized by being placed on administrative leave, according to the Lawsuit.
On September 13, 2019, the San Gabriel Valley Tribune published Cook’s article regarding the information he had allegedly uncovered regarding Poe’s criminal records and history with the Los Angeles Police Department, according to the Lawsuit.
On September 29, 2019, Lydia Cano told Poe that she was not being suspended and was not under investigation. She told Poe “You’ve done nothing wrong and there is nothing to investigate about you.”, according to the Lawsuit.
On October 14, 2019, Poe was asked to meet with the Baldwin Park Unified School and pleaded for her job back saying “this is my career. This is my home.”, according to the Lawsuit.
Poe was told it was not her fault over and over. Poe was asked what alternative resolutions to returning to work she would want, according to the Lawsuit.
She was repeatedly pressured into coming up with a “creative settlement.”, according to the Lawsuit.
On October 22, 2019, NBC LA (Channel 4) reported on Poe being placed on administrative leave and painted a horrible picture of Poe alleging that Poe should never had been hired given her criminal record and history, according to the Lawsuit.
Baldwin Park Unified School District promised Poe it would correct these erroneous statements which stated that Poe was being placed on leave due to the information in Cook’s blog revealing her criminal records and Los Angeles Police Department history, according to the lawsuit.
But did not do anything to respond to these news reports, effectively admitting and acknowledging the statements and as a result defaming Poe and causing Poe to defame herself, according to the Lawsuit.
On October 28, 2019, Baldwin Park Unified School District again attempted to pressure Poe into coming up with a resolution that would cause her to voluntarily resign from the Baldwin Park Unified School District, according to the Lawsuit.
The decision was made by Board Members of the Baldwin Park Unified School District, Superintendent Froilan N. Mendoza, Ed.D., and other officials, according to the Lawsuit.
On March 27, 2023, at a Court hearing an argument was filed by the Baldwin Park Unified School District.
The Court approved the Motion, removing Baldwin Park Unified School District Superintendent Froilan N. Mendoza, Ed.D., and Board Member Deanna Robles and Santos Hernadez from the case.
In February 2021, the Baldwin Park Unified School District Police Department was disbanded.
Baldwin Park Unified School District’s Board of Education voted 3 to 2 in favor.
Eliminating the School District Police Department would make it physically and financially impossible to invest in the present framework of safety standards.

En febrero de 2021, se disolvió el Departamento de Policía del Distrito Escolar Unificado de Baldwin Park.
La Junta de Educación del Distrito Escolar Unificado de Baldwin Park votó 3 a 2 a favor.
Eliminar el Departamento de Policía del Distrito Escolar haría física y financieramente imposible invertir en el marco actual de estándares de seguridad.
